Move to Other View of unsaved file creates backup file when backups are disabled #4663

Description of the Issue

When everything in Backup preferences is turned off, if you have an unsaved file and you use the Move to Other View command, a backup file will be created.

Steps to Reproduce the Issue

  1. In Preferences > Backup, uncheck Remember current session for next launch and under Backup on save, select None.
  2. Open a file on disk.
  3. Choose File > New
  4. Type something in the new document.
  5. Choose View > Move/Clone Current Document > Move to Other View
  6. Look in the backup directory and there will be a new file created.

Expected Behavior

A backup file should not have been created.

Actual Behavior

A backup file was created.
